I go (Black) for fast material comments and get them out of the way on selection.
(Blue) I use for tips, maintenance, standard practice, code type comments in soft damage panel.
(Red) goes for issues and contractor recomendations which end up in summary.

So you have 3 groups with different purposes.

Selection
Tips
Damage

At least that is how I have been using HIP for gosh at least 5 years now.

Peter...I try as much as possible to use the "Damage Panels" for describing the condition/or problem. That way you don't clutter your summary with describing the furnace, brand, s/n, BTU's, age, etc.  The summary will simply state, "Flame Roll-off, contact HVAC contractor" and only that will pop up in "red" in the report.

This also makes selections eaiser and quicker in the field. I've worked heavily with competative software...and the beauty of HIP is its simplicity & flexability.
