TOPIC: Help, I changed something and can't get back! (or reach my beer)

At some point, I changed a setting somewhere and now I cannot undo it.
History:
Item 1. When working on my site www.homeinspection-losangeles.com I was able to simply login to the page and the site would load, log me in and display the Admin menu on the left, under the regular left side menu.  Now when I login, only the left side menu displays, without the admin menu.
Most of the time, this is not a problem since the "view", Edit & Track nav links still appear at the top. Except on the "Links" page. Now, I can no longer add links. That page does not have the nav links at the top any longer. What did I change and how do I get back?

Item 2. I have never been able to get the Nachi logo and company name to center up on the header image.the Nachi logo is centered and the company name and tagline are off-set to the right. The end of my tagline is cut off and does not display properly.  I need to move it to the left but can't seem to make that happen. I know the nachi logo is set with <center></center> html tags.  I'm thinking I need to change that and can but I cannot get the company name to move. I think that is coded into the header block somehow. 

I have risen to my level of incompetence. Just enough knowledge to mess it up but not enough to fix it. :'(

You turned the block off for you! I turned it back on. There never was an Edit on the links page.

For #2, click on Themes and then click Configure to the right of 13. I made a change there under Header so you could see the affect.

Thanks for turning that back on.
How do I change the alignment of the text and logo in the header? Currently the logo is centered and all the text is offset to the right of it. This limits the size of the title and tagline to "large" text only.  Any larger text gets cut off by the right side border. I want to shift the entire logo/title text to the left so I can use a larger font size.
