TOPIC: Can I work on a new Theme Off-Line?

I may want to change themes and want to know how to work on the new theme, save and then make it the "active' theme when it's ready. Keeping the current theme online and active. Is there a way to do this?

Yes, change your theme under My Accounts and it will only affect you, when you're logged in.

Hehe. No problem. My Account is actually in your main Navigation Menu (only shows when logged in). It really should be in your Admin Menu but the system I built HIP Sites on has it in Navigation. At some point I'll have some time to rewrite that and get it moved to where it belongs.
