It's only to save time. On the report a tab with 2 damage panels looks identical to 2 tabs with one each. Guys using tablets or even a mouse to navigate and want to save clicks will often group 2 together to save that extra click. For example some people split up electrical and gfci sections in the bathroom. You can put these both on the same tab since you know they're related or make them separate, it's up to you.
