Can anyone tell me this calls for an engineer or just re-construction to support. The house is 76 yrs old this was an addition supposedly permitted, after seeing this.. I was thinking no way. there are 2x4's sitting on top of 2x4's on the ceiling joists going up to the rafters. Then I will comment on what direction I took.

I would report this as excessive/concerning deflection in the ceiling joists and recommend an S.E. evaluation. That roof design on such a low slope of roof was a bad choice.

Berry thank you I appreciate your insight, I did refer it to an engineer as excessive deflection. From what I could see just inside it looked pretty bad. The picture showing the 2x4 going up to the top rafter they are not even nailed their free standing
