TOPIC: Floor transition strip

I'm working on an insurance litigation case where the plaintiff alleges that she tripped on the transition strip from one room to another room. The floors differ 1/2" in hight and the flooring contractor used an oblong piece of molding with a 1/4" (quarter round) molding. The quarter round is 5/8". The effective lip is about 3/16". Now we all know that a 3/16" lip is no big deal but I'm looking for some standard to support my contention that 3/16" is not enough to sue over. Question: Does anybody know of a standard that has been applied to this transition hight? I've got a call into the National Association of Laminate Flooring. The ICC only covers this in the context of ADA Title 24 which this isn't germane to.
