Attached is pic. of an outlet observed in a rental.The neutral had apparently been "cooking" for some time at the outlet which connected to the wall switch (no overhead lighting). 1.Should owner be advised to replace all additional outlets and switches to copalum? 2.Will this prevent this from happening again? 3.At a minimum should all outlets/switches be inspected for excessive heat marks by electrician. I realize this is more for an electrician to answer and as inspectors we would call this out as a safety issue and rec. a professional.

Report what you found and recommend that an electrician evaluate the branch aluminum wiring and make necessary corrections.

Do as Troy stated, and remember that it is NOT your place to prescribe the cure, which should not be done without a complete understanding as to WHY it happened to begin with anyway. For example... was the receptacle rated for AL conductors? Was the conductor the base issue or the receptacle or a loose/improper connection? Was the circuit overloaded and the breaker failed to trip? Too many scenarios without proper evaluation by a licensed and qualified Sparky.

Further expounding on Troy's comment:

Have a qualified electrician repair items listed following a complete evaluation of the electrical system. Aluminum wiring is now a concern with insurance companies due to fire risk.  Buyer is urged to confirm insurability and any related conditions that insurance company may place on this house.  Further inspection of this system may be required.  The inspector CANNOT ensure compliance of this electrical system for insurance purposes.
