Does anybody know what this outdoor switch on a Cal home is for?

Most likely a security lamp.  It's a light sensing switch.  May be wired to a porch lamp or interior lighting circuit as well.

I run into these a lot.  Bill is (cough cough ouch) correct.  Many times the exterior lighting is run through a photo cell like this so the lights do not come on until dusk.  I like to locate them on the East or North side of the home so they let the lights come on a little earlier than if they were mounted on the West or South side.
