I'm guessing this is not allowed.  The outlets directly on the panel made it so it would not come off completely.  I called it out. Good call or bad?

The panel cover has been modified and no longer meets the conditions the panel was tested and certified under.  The panel is now damaged. 

If I had to guess the homeowner wanted to backfeed the panel with a homemade double male plug extension cord into a portable generator. 

Write it up.

Good Call.

While I admire the clean nature of the fix(it actually looks nice) there's a number of ways that setup could kill someone.  Not to mention the use of a double male plug! If that is what they were attempting, there is properly designed and tested equipment for that.

Not to mention the fact that there are no markings on the 240 plug, that could be 30 amps or 50, either way Cameron is right, this could kill someone, like the next homeowner who buys the house. No bueno.
