Obsolete. ;D

The bottom row of breakers are On in the down position.  The top and bottom rows are On in opposing positions making it confusing and no longer acceptable.

Breakers must be On in the Up position and Off in the Down position.  Replace by a licensed electrical contractor.

I report the panel as obsolete and no longer meeting commonly accepted electrical practices.  Report it as a Safey Item and place in the summary section.

Usually there are other issues with the panel.

What do you do with something like that?
