Ok, time to muddy up the waters.

BOTH of these PDF's are showing the image in the PDF in the same physical dimensions. If you printed this page, or if you look at these PDF's size by size (at the same zoom), they will take up the same amount of space on the page.

PDF 1(700-pixel-wide.pdf)is actually storing the image internally at 700 pixels wide.
PDF 2(normal-350wide.pdf) is storing the image internally at 350 pixels wide (HIP default).

Note the file size difference, 1 is 272k, 2 is 23k.

Notice a difference at 100%, 150%, 200%?
