You could copy that source code they give you and put it into a block or page BUT Google will NOT be able to read it, so it won't help your rank. Instead add www.cpsc.gov/cpscpub/prerel/prerel.xml via the normal news feed method and you can create a block with it to add to your home page (see news feed tutorial).
