When entering meta tags - key words and description.

Is City Home Inspection the same as city home inspection

do you have to enter them as though you were doing a search:
City1 Home Inspection, City2 Home Inspection

Will it link words together if they are seperated:
City1, City2, Home, Inspection,

Description:
Is the description what google shows when it lists available sites?
Is the description just a short cutout of what the main page content is?
or do you write a seperate description of the page?

The description is what google shows on it's search engine. You enter it into your page in the meta tag area and it's supposed to represent the content on that page.
For example on the Qualifications page you could say: Qualifications of John Harrison, performing home inspections in (list 4-5 city names).

Keywords are not case sensitive.
Enter them as phrases like City1 Home Inspection, City2 Home Inspection (5 max).

I thought duplicate words in keywords were a no-no?

Sorry, I copied/pasted what John had and didn't look close enough. A little duplication is fine but it's much better to rotate like this:

city1 home inspection, home inspector in city1, city3 home inspector, etc
