Android tablets and phones have that built in.

I had specific requirements for photo size and I do not like to wait for the camera.    The smallest image size on the S4 is 2048x1152.

Got ya.
My android camera goes to 1 mp but to be honest want at least 3 mp.
My galaxy note 8 tablet goes all the way down to .3 mp however guessing you change your resolution around a lot.
Not sure why you need to change it rapidly but sure you have your needs and it is always great to have options.

From my point of view:

When I started doing home inspections I was given some fantastic software and really liked it but never tried anything different.  When I needed to get closer to getting done on site I looked around for something else. I was looking for something better and faster to use while trying to improve our system.  I spent $1500 on another software package, partially because we use a team approach.  This package was powerful and had plenty of great features.  We spent a month preparing it for use and rolled it out.  It works great except if you make a simple mistake you can loose lots of your data.  It also had some bugs and was slow transferring to the cloud.  After using it in frustration for a month(about 60 inspections) we abandoned it.  We than started using HIP, the crew loves it the clients and Realtors think that our reports look better than ever.  It is faster, more reliable, has some features we did not know we were missing and we can actually get questions answered quickly.
