Why don't the videos play when you download the videos from the link that is sent when it opens in the browser?

Which videos are you referring to? Do you mean when they view the PDF?

Yes. When I download the PDF the video can be viewed, but when the PDF is opened from the link in the browser it does not play.

In email programs like GMail they use a PDF Preview program that doesn't allows animations, buttons and other effects to play. You need to let your clients know during the inspection and at the top of the report that they must use a full PDF reader such as Adobe Reader.
