can you add a fresh comment as you are doing the report on the desk top version with out having to go into the template even with out needing it saved?

Yes, definitely. You're always in a mode to edit the template, there's no separate editor. Click Edit Comments, add the new comment and just make sure to click Save Template before closing out of HIP.
