TOPIC: Add license# add additional comments by inspector

Few little things I am not figuring out yet.  TREC template
1. how to add license number on 1st page
2. additioanl comments by inspector
3. change grey color under topic names(not sure oif that is the right name)

2. Under Edit Documents you can add a document to appear before Texas Intro

3. Report Settings->Section Colors & Print Order
