I would like to change the front page format and I would like to control how pages end and start. What is the stationary section in the options on the system?

Stationery is under Report Settings->Stationery in HIP 3.2.3. You can also use the stationery to change the cover page look, plus add a company logo, cover page footer, etc.

Page breaks are under Report Settings->Options.

I found them I just dont know  how to do work with them...

If you have continuous mode enabled then each section will start immediately after the previous one, even if on the same page. If you don't then each section will start on its own page.
