I can't give you opinion based on Cali standards, but I would personally call it out if the install is using the extension cord as a permanent wiring setup. I would also call out the sheathing which has been stripped back too far at the plug.  Both would get the same recommendation.

HAZARD/REPAIR: Extension cord used to power the exterior fountain should be replaced with a proper type of protected wiring (i.e. flex or rigid conduit) to prevent potential injury or a fault condition. All work should be performed prior to closing by a qualified electrical contractor.

Permanently installed devices cannot use an extension cord.  Extension cords are for temporary use only.  Repair or replace by a licensed electrical contractor.

Probably also need to check for GFCI circuit.

Agree what the others said.
Last time I called this out, the repair turned out to be an $800 quote for labor and materials to run the branch and bury the 10 foot run in the yard just off a patio.
