I would note in my report.

**Safety Issue** "unprofessional wiring", cable exposed to damage, recommend review by a qualified electrical contractor for repair or replacement.

See this type of unprofessional wiring way to much around here and I wonder why more houses do not burn down.

How was the wire pictured attached in the main panel?

All that wire needs is some laundry hanging from it and yes I have seen that in my area!!
