TOPIC: Template editor bugging

Hey there. I am working to edit my template, but the menu is not selecting panels/sections, moving items, or allowing me to move panels into a new section. It seems as though some of the buttons simply stopped working. I restarted HIP to see if this helped, but to no avail. Is this a known issue, and how can I fix it?
