Yes you can definitely set the quality. That setting is independent from the number of photos across.

The problem is that HIP has a maximum height and width set for images within the report. The max height was ALWAYS reached first when pics were in a 4:3 ration. Your photos are so wide in a 16:9 that they actually reach the maximum width first of the whole page and the height is not able to get to that max size. When you have a single image set then HIP is able to get to the max height without a problem.

Is there a was way to select something to tell the program that it is in 16:9 setting? And what happens when you an illustration that is not 4:3 friendly?

I'm not sure what you're looking for. There's nothing to tell HIP you have 16:9 as it resizes all images to the same height. The problem you're having (and the reason we highly don't recommend 16:9) is that they're so wide that they stretch across the page before they can scale to the max height. All cameras can do 4:3 and 16:9. The images will always scale with the same ration they were made in. So if an image isn't 4:3 it will scale up to the max height of the other images and then stop.

I am going by what you have stated, that the program maxs out on the picture's height.
Then is it possible to change the default so that the width is the defining limit?
It would be a global option when you select the picture quality.

The width does vary based on the 2 or 3 across. If you tried to reduce the width any more than it is right now your photos would be tiny. They can't go any larger since they already go the full width of the page. What exactly are you trying to accomplish? That might help be understand what you're looking for.
