What was the construction method back then for securing the
Sill plate to the foundation.

Many of the older homes in Illinois had no system of securing the sill plate.  The Balloon framing in the 1800's certainly didn't around here, but even some of the platform framing I see doesn't have it from the early 1900's(rare though).  Most of the platform framing, which this looks like though it is hard to see, will have some kind of anchor bolt just like modern framing.  What I don't know is how that bolt was anchored in houses around here.  I assume it was just mortared in place since many houses from that time(in illinois) have brick/block and mortar foundations.

Yes....I have learned on this Inspection to do an Anchor bolt search. And to get pictures of the area. Im a victim of most of my inspections being a slab foundation. So Im a little lazy to get down and dirty. But after 5 years of inspecting and learning along the way .....I know now have to do the Anchor bolt search..

This home appears to have an unbraced cripple wall. There are foundation contractors around LA that will do this. They crawl under there and install plywood across the plate/sill, just as you'd fram a shear wall. This is required in LA. It is also required that the sill have anchor bolts with a specific spacing. These specialists will do this also. Call me if you need more assistance. Mike
