I think it just offers people a cheaper alternative to hide the unsightly moisture entering the basement system. Does nothing to solve the cause of the problem.  Typically if moisture is entering the basement then there is also hydrostatic pressure which inevitably will affect foundation walls themselves.  When asked I tell people that exterior excavation and waterproofing is a fool-proof way in preventing moisture intrusion and hydrostatic pressure against foundation walls.  Interior waterproofing that is already done presents us home inspectors with unique challenges as we have to do our best to comment on what is likely still occurring behind the cheap covering thats installed.  One time I came across a home where the system was installed but I could see that the masonry block wall had sheared with the lowest course of block still held back with the basement floor slab ( very common ).  Either it was a cheap way to hide a major foundation problem or the pressure on the wall was so great that the wall continued to move after the interior waterproofing was complete.  Anyway I think its a joke and I do feel bad for the people who really have no idea what the pros and cons are about the system.
