looks like a wet tech system, there fairly good but do need to go the full walls for complete protection, installing on half the walls just means it will hold the water back on that side and force it around the un treated walls.
it is designed to be under the floor and then re cemented back in to the wall, creates a great seal and for the most part it does work.
when it let goes it sounds off with a bang or popping sound, (at least mine did) and then it is compromised. the fact the blocks are already wet suggests that  the sump needs to be lowered some more to get it below the water grade and start removing water from the basement, you did not mention the depth of the sump so I can only guess here.
some sections are done due to lower levels of exterior grade and sloping which make some sections prone to water, hence a partial treatment.
did you concur with the outside as to which walls are treated and how it looks outside.\
have the raised the grade there or is there a hill or sloping lot that makes this side More wet.
