You could generate the PDF with security disabled (in report settings > options), then use a 3rd party tool to add in PDFs.
The import PDF feature is a HIP 5 feature. As for upgrading, you might qualify for a free HIP 5 upgrade. Go ahead and email us at This email address is being protected from spambots.
