TOPIC: Inches not transferring properly

When I use the symbol " (inches) in my Ipad Air II for the mobile and then transfer the report over to my Windows desk top, it comes out like this �. What do I need to tweak to solve this issue?

I've had a similar issue in the past with the degree symbol º

If you type it manually on the desktop does it appear okay?

Yes. Using HIP on the desk top, all is correct when I type (and corrected what the transfer did). Typing on the IPAD Air II with the latest Apple update, it is correct. It's when it transfers from the Apple via the cloud back to the desktop that it changes. It is the ' (foot) and " (inch) symbols that change.
