No, the site name & slogan aren't changeable in 24. 24 is the systems default theme actually and we have kept it pretty stock to use it for testing. Like you mentioned, the header block can be used instead. I don't see any scrollbar even though you're using the block right now.

That is because I shortened the site name. The issue is that I want to use the site name and slogan to get the best SEO in the blue title bar of the browser. If I leave it blank I lose SEO

I never like those vertical scroll bars

You don't need to leave it blank, you can just prevent it from showing on the site under Themes->Configure. That way it's still in the browser title bar.

The only reason that there is a horizontal scroll bar is that the slogan is too long. This theme has a fixed height for the bar so there's no way around that if you want to use the fixed bar. You'd just want to use the block instead like you were.

Ok good, I just didn't want to lose that browser SEO, that seems like an important part of the SEO and I can make up any lost SEO in the blue bar in my content.
