In theme 10, the header block extends the entire width of the top. You can place the logo anywhere in there. Click the logo, click right alignment and it'll move right. Click left align and it'll move to the left. If you're actually uploading it to the logo setting, then yes, that's a fixed location. But put it in a block in the header region and you have much more control.

OK Dom, It is in a block. I set it to Right align. Look at my site and it places it in the middle and near the bottom. I can not get it to move any further right or higher. I must be doing something wrong.

I set the header region in that theme to go up to but not cover the house on the right. It doesn't make sense to try and overlap one image over another (or usually text). If you want to cover the house, do it in photoscape like you did with your logo on the left and upload the entire image.

I understand not being able to move it to the right to cover the house, but I also can not raise it any higher, only half the logo is visible. I am not trying to be an ass, but I find it difficult to work with some of the blocks. Sometimes they do not act consistent within different browsers. Just as my contact info block looks different in IE7 than it does in FF.

Different browsers interpret html differently. That's just how things are, there's nothing anyone can do about it, and you have to try your best to make it look good on all of them. Your contact block is a problem as it's too wide with your email address. Shrink down that font you're using a tad and you'll be fine.

The block in the header was purposely but down from the top a bit as 99% of people use it to add text and an image that shouldn't be aligned at the top. Those that really want it that way can just use photoscape or another photo editor as they're more advanced users. This way it's easy for the majority of users that use it as a basic feature and others like you can use the advanced header image replacement feature.
