Yes however I use a large amount of tabs which helps me slot photos
precisely  into a comfortable component space and is why I wish to consolidate materials.

I can then use all those tab sections more for just issues.

Notice one thing you may or may not do.
In my issue section I categorize them with notes but also have them grouped
with sub categories  and use (colored) headings.
