Frank answered me on the YLH site and said he couldn't post here.  Then I saw a comment here that he posted.  At any rate, I copied what he said to me when I sent him Davin's pictures.

Doesn't look like I can sign in over there.

That's a good example of a roof that should have flat-lock copper on the bottom 6-12' of roof. That fails all inspections as is. And special efforts/designs will be needed on the bottom lip to make it work properly and keep water and ice from the fascia.

Actually David Macy. from his first pic it does look like at least a 2/12 pitch, but there is an unjustifiable leak in his 3rd pic,  which looks like it's at the end of that flatter not flat area to the other roof area ( flashing problem?)> you can tell in the pic (#3) that the framing is joining with another roof area / intersection which leads to the conclusion of a leak due to improper flashing.

Actually I think it was leaking through singles onto the underlayment. Unfortunately around here I don't think I have every seen it installed properly over the top of the drip edge. I don't think it is the flashing, but water running down underlayment under the flashing and into wood. I think the shingle are the culprit, but yes leaking in under flashing because of improperly installed underlayment.

Davin, you have to contend with the snow on the roofs in your region of the country. Snow of course is not a problem here in south Texas. 
Due to having to deal with snow/ roof issues in your area, is their not tougher reguirements enforced on the underlayment. i can only image the problems caused by the snow melting on the roof as it is still blocked off by unmelted snow/ ice daming up thus causing seepage thru the roof, as it appears to have in your pic 3. Good catch for your homeowner.

You would think so, but we don't get a lot of snow here. Boise is at the base of the mountains and only 2600 feet elevation. We get an inch or two but usually melts off quick, but we do get it.
