TOPIC: Old school exterior located water meter cap

That is common in this part of Ohio in most of the small towns. Usually located in the alley or in front of the house between the sidewalk and street. 

I see similar all the time in DC, Alexandria, Arlington - old-time locations.  They are in use all over the place here.
