TOPIC: What phone and/or tablets are best with Mobile HIP

I am just starting out and I want to buy the Mobile HIP. ? I have a Windows 8 laptop for the office/truck but want to buy a phone for the Mobile HIP. ? Would prefer to do as much as possible with the phone during the inspection for ease of pics and flow. ? What would you suggest for phones and size memory, camera, etc if you were starting over? ? Or should I be considering a tablet instead of phone? and will I have to get 4g or better to use the cloud or just download wifi before I get to the house

using the note 2 , works great , the galaxy note line is good...

How old are you?
How is your vision?
How good are you with technology?
What type of phone do you have right now?

I am 53 so old by most of your guys standards probably  ;D but I can see well and am good with technology. I am a retired project manager with engineer background that was building the F35 joint strike fighter lines so I used mobile apps for many of my work needs as well as social apps.  I have used both iPhones and HTCs but currently my iPhone died so am looking to start fresh with something that will work with this new career.

Price is somewhat important. Starting out I don't want to drop $800 on the phone.  I see things like Samsung Captivate i897 Galaxy S 5.0 Megapixel Android 2.1 16Gb for only $180 at Wireless Experts but I don't know if something in that price range will work well for awhile and I do not know amount of memory or OS platform is best etc.

Also, once you download template from cloud, can you walk around and do everything even if you lose your signal or wifi?  Also do you need to get LTE or 4G minimum?

would a 16gb Galaxy S4 be a good choice or do I need the Note type Galaxy?
