You could open it and make your template changes or adds and then save it, but once a report is opened in a particular template, that's it. Check this box to be notified of replies to this topic. He may be thinking same sections with updated comments like when you use a report for pre filled comments but it is from 2 years ago and you are using the newer version for the new report version 2.0 merged with 3.0 Make sense ?
