Came across this at my in-law's house in Florida. A sub-panel manufactured w/out a cover (tried uploading photo but wouldn't take). Thought all panels needed a cover. What's up with this?

A photo would be nice, but if you can get to bare wires, then the panel is either modified or missing the dead front. Either way it needs a cover or replacement.

no you can not get to the bare wires. It's just like having a normal panel (when you open the door you see the breakers). All that is visible on this is the breakers. You would have to unscrew the panel to get to the wires.
