That one was tricky to find. they put the panel in upside down, so they could get all the wires to work. The funny thing was that the cover would'nt match up with the new box, so they just forced it on. The main breaker was half covered up with no way to shut it off. The best part is they still had 100 amp service outside that was over 50 years old!

Looks like welding cable, was it? Yes, this one needs more pictures. The picture you posted shows what can be considered as a criminal act and when these types of problems are discovered they should be called to the attention of the city fathers and fire department.
